Steven D. Piciacchio and Paul T. Buckwalter III, both of Richmond, VA, founded the Virginia Baseball Congress, Inc. (VBC) in November 1990. The league was established for two reasons; 1) to provide an organized baseball league for men over 28 years of age in the Richmond metropolitan area; and 2) to create a civic fundraising division (hence the VBC Foundation) to benefit local charities.
A Board of Directors that includes the Commissioner, the Vice Commissioner, , the Treasurer, and other directors, governs the league. This Board maintains responsibility for league rules and regulations, league structure and fees, annual budgeting and accounting, field assignments, and team schedules. The Board also oversees the Charity Event held each year (see Foundation on the VBC Home Page). The league is generally arranged to accommodate around twelve (12) teams each year, with a season duration of some 26 games before playoffs. Team names must come from current major league team nicknames and uniforms must resemble recent styles from those teams. Games consist of seven (7) inning doubleheaders or single 9-inning games and are played all week at local county high school fields. Playoffs follow at the conclusion of the season. Game scores and current standings are reported. Umpires from the Virginia Umpires Independent Association are present to call each VBC game. The Virginia Umpires Independent Association (V.U.I.A) is an established group of certified umpires. They are well respected, seasoned veterans with a proven track record ranging from Adult Semi-pro baseball leagues to youth leagues. The VBC maintains a record book (our version of the "Baseball Encyclopedia") displaying information on each player and his yearly statistics. The book displays standings and playoff winners from each of the past campaigns. It also displays league leaders in all major batting, pitching, and team categories from each year. The book also contains the leaders in each major category on a lifetime basis. Finally, the compilation has an entry for each player who has participated in the VBC. Go to the record book.
Each fall, the league stages an "Annual Awards Banquet" honoring top performances in all major batting and pitching categories. The banquet is held at an upscale local banquet venue. Presentations to the VBC World Series Champions and the League Champions are also made. The VBC Foundation presents a check to a local charity at this event also.
Teams from the VBC in the over 28s, 38s and 48s bracket have participated in the Roy Hobbs’ Fall Classic held in Fort Myers, Florida. All teams attending play a minimum of six (6) games during the week beginning on Sunday and ending with playoffs the following Saturday. Games are held on the spring training sites of the local major league teams. In Orlando, the Houston Astros and Kansas City Royals complexes are used, while in Fort Meyers, the Boston Red Sox and Minnesota Twins facilities (both new) are used. Our 38's team won the Roy Hobbs AA national tournament in 2000 and were runners up in 2001.
A man must turn twenty-eight (28) years of age within the calendar year (by 31 December) to be eligible for the coming season. It is recommended that you have some baseball playing experience either at the American Legion or college level, but at the very least, the high school level. The average age of the VBC players is 37 years. Many participants, though, are over 40 and a few over 50. The league is self-sufficient and charges each team an annual fee of $3550.00 for the season.
